In 1993. the administration at the Bilingual Department of the National Experimental High School in the Hsinchu Science-based Industrial Park (NEHS–now IBSH) asked Scott to serve as college adviser for the grade 10-12 students, in addition to his other classroom teaching. As such, he helped the grade 10-12 students prepare for college in an English-speaking country and he was the seniors’ guidance counselor who helped his students with:
- making their college choice lists,
- organizing their schedule of standardized tests like SAT and TOEFL,
- writing their college application essays,
- keeping track of deadlines,
- collecting recommentation letters, many of which Scott wrote himself,
- etc.
